Denuklearyzacja Ukrainy z perspektywy teorii gier

The first years after proclaiming the independence by Ukraine were a very demanding time for this country. It had to adopt itself to changes that had occurred and face many new challenges. One of the key problems discussed in the paper was how to regulate the matter of possession of the post-Soviet weaponry, including was also nuclear weapon. The case of Ukrainian denuclearization was a topic for numerous international negotiations throughout the years, causing disputes and disturbances to many countries. Giving the guarantee of safety to Ukraine in the form of Budapest memorandum turned out to be not enough to stop the Russian aggression. The annexation of Crimea of 2014 and further military actions awoke many controversies and once again revived the debate in many groups about the justification of the conducted denuclearization. The nuclear disarmament of Ukraine was examined in the paper with regard to the rationality of the decision, which was made in Kiev back in the 90’s, and its influence on the current situation of this country. For this purpose the mechanisms of the game theory were applied, including those commonly used in the research of phenomena connected to making optimal choices in competitive situations.

Pierwsze lata po proklamowaniu niepodległości przez Ukrainę były bardzo wymagającym okresem dla tego państwa. Musiało ono zaadoptować się do zaistniałych zmian oraz sprostać wielu nowym wyzwaniom. Jednym z kluczowych problemów omówionych w pracy, było uregulowanie kwestii przynależności poradzieckiego uzbrojenia, w którego skład wchodziła również broń jądrowa. Sprawa ukraińskiej denuklearyzacji przez lata stanowiła przedmiot międzynarodowych negocjacji, wywołując niepokój wielu państw oraz liczne spory. Przyznanie Ukrainie gwarancji bezpieczeństwa w postaci memorandum budapesztańskiego, okazało się niewystarczające, aby zapobiec rosyjskiej agresji. Aneksja Krymu z 2014 roku oraz dalsze działania zbrojne wzbudziły liczne kontrowersje i w wielu kręgach ponownie ożywiły debatę nad zasadnością przeprowadzonej denuklearyzacji.Rozbrojenie atomowe Ukrainy zostało w pracy zbadane pod względem oceny racjonalności decyzji, jaka została podjęta przez władze w Kijowie jeszcze w latach 90. XX w. oraz jej wpływu na aktualną sytuację tego państwa. W tym celu posłużono się mechanizmami teorii gier powszechnie wykorzystywanymi do badania zjawisk z zakresu dokonywania optymalnych wyborów w sytuacjach konkurencyjnych.
