State aid as a mechanism of supporting the economy and the EU’s rules on competition

The subject of this thesis is to analyze the regulations on state aid in terms of economic mechanisms and competition rules. The main point of reference was the provisions of The Treaty on the Functioning of the European Union, Commission Regulation governing the particular issue as well as the Notices and Guidelines. The thesis considers the doctrinal basis of state aid, its economic rationale, and its contribution to the EU economy. It analyzes the permissible exceptions to the granting of state aid. It also focuses on the practical dimension of these regulations and their application in the face of the COVID-19 pandemic.

Tematem niniejszej pracy jest analiza regulacji dotyczących pomocy publicznej pod kątem mechanizmów gospodarczych i reguł konkurencyjności. Głównym punktem odniesienia były przepisy Traktatu o Funkcjonowaniu Unii Europejskiej, rozporządzeń regulujących poszczególne kwestię oraz zawiadomień i wytycznych. W pracy rozważono doktrynalne podstawy pomocy publicznej, jej ekonomiczne uzasadnienie oraz udział w gospodarce Unii. Przeanalizowano dopuszczalne wyjątki przyznawania pomocy państwa. Skupiono się również na praktycznym wymiarze tych regulacji oraz na ich zastosowaniu w obliczu pandemii COVID-19.
