Using the theoretical framework of John Kingdon's multiple streams theory, the paper examines events that took place in Northern Ireland between 2005 and 2022 and identifies a time when it may have been stabilised. The events discussed also include significant developments in the United Kingdom and the Republic of Ireland which have had an impact on the formation of positions in the area under study. The work draws on documents published by government institutions and their studies, media statements and reports, and NGO reports.
