Utworzenie i rola Państwowego Systemu Wywiadowczego w struktutrze władzy wykonawczej Republiki Chile

The dissertation concerns the issues of the secret services of the Republic of Chile and their organization within the State Intelligence System. The discussed period covers the years 1990 - 2020, fundamental and evolutionary organizational changes in the intelligence system, with the presentation of the historical context, related to the perspective of the “junta militar” in the years 1973 - 1990. The work was based on literature research, scientific analysis proposals of the reform of the intelligence system and submission of the governmental draft statutory changes to the intelligence system in the years 2018 - 2020. The discussion at the main newspapers was also included. A field study was carried out during the author's study visit to the National Academy of Political and Strategic Studies of the Ministry of National Defense in Santiago. The research was conducted using questionnaires containing closed and open-ended questions. The analysis of the material from the field research studies, made it possible to refer to the previously formulated hypothesis and answer five research questions. The entire scientific material is presented in the form of a short synthesis, referring to the functioning and image of Chilean’s secret services, from the state’s return to the democratic regime in 1990, until the present day. The author also proposed a thematic scope relating to the continuation of the research work in the form of a doctoral dissertation.

Rozprawa dotyczy problematyki służb specjalnych Republiki Chile i ich organizacji w ramach Państwowego Systemu Wywiadowczego. Omawiany okres to lata 1990 – 2020, zasadniczych i ewolucyjnych zmian organizacyjnych w systemie wywiadowczym, z przedstawieniem również kontekstu historycznego, związanego z perspektywą rządów juty wojskowej w latach 1973 – 1990. Praca powstała na bazie badań literaturowych, analizy propozycji naukowych dotyczących reformy systemu wywiadowczego i przedłożenia rządowego z lat 2018 – 2020 projektu zmian ustawowy w systemie wywiadowczym. Nie pominięto także dyskusji toczącej się w głównych dziennikach prasowych. Wykonano badanie terenowe podczas wizyty studialnej autora w Narodowej Akademii Studiów Politycznych i Strategicznych Ministerstwa Obrony Narodowej w Santiago. Badania zostały przeprowadzone przy użyciu kwestionariuszy ankiet zawierających pytania zamknięte i pytania otwarte. Analiza materiału z badań terenowych pozwoliła na odniesienie się do uprzednio postawionej hipotezy oraz odpowiedź na pięć pytań badawczych. Całość materiału przedstawiono w formie krótkiej syntezy, odnoszącej się do funkcjonowania i wizerunku służb specjalnych Chile, od powrotu państwa do reżimu demokratycznego w 1990 roku, aż do chwili obecnej. Autor zaproponował również zakres tematyczny odnoszący się do kontynuowania pracy badawczej w formie rozprawy doktorskiej.
