The role of local government in solving alcohol problems among families on the example of the Łowicz district.

Jako główny cel pracy licencjackiej obrano zbadanie świadomości obywateli powiatu łowickiego na temat choroby alkoholowej i znajomości działania samorządu w tym zakresie. Dodatkowym elementem jest sprawdzenie zadowolenia mieszkańców z tych poczynań jako informacja zwrotna z której skorzystać mogłyby władze powiatu łowickiego i miasta Łowicz. Badanie przeprowadzone zostało na 65 osobach zamieszkałych w obrębie omawianego terenu. Odpowiedzi udowodniły, że problem alkoholowy jest obecny, a jego skala figuruje wysoko. Respondenci znali działania samorządowe, lecz oceniali je za niewystarczające lub niecelne. Po holistycznej analizie badania oraz dokładnemu przyjrzeniu się danych zastanych stwierdzić można, że łowicka polityka przeciwalkoholowa istnieje, jest niewystarczająco promowana oraz uważa jest za raczej ubogą w swojej formie. Przeprowadzone badanie poparto uprzednio częścią teoretyczną dotyczącą problemów społecznych. W rozdziale pierwszym skupiono się na istocie problemu społecznego. Przestawiono realia działań polskiej polityki społecznej w walce z tą trudnością obecnej cywilizacji. Dokładnie przyjrzano się problemom takim jak ubóstwo, narkomania bądź rozwijającej się cyberprzemocy. Z przeprowadzonego studium literatury wynika, że problem alkoholowy jest wszechobecny w całym kraju i wpływa na bezpieczeństwo oraz zdrowie społeczeństwa. Drugi rozdział skupił się przede wszystkim na roli samorządów terytorialnych w rozwiązywaniu problemów alkoholowych. Przykładem okazały się działania województwa łódzkiego oraz właśnie powiatu łowickiego. Opisano formy prewencji oraz pomocy rodzinom w których dane zjawisko występuje. Przedstawiono także organizacje trzeciego sektora, które posiadają szeroką ofertę pomocy na stopniu prawnym, psychologicznym i finansowym dla osób dotkniętych chorobą alkoholową i ich bliskich. Całość pracy po odpowiednim poszerzeniu skali działań może posłużyć dla samorządu miasta Łowicz lub/i powiatu łowickiego jako element badawczy podczas tworzenia nowej polityki przeciwalkoholowej terenu. Współpracując z odpowiednimi służbami w obszarze badania zaowocować mogłoby poprawą sytuacji.

The main purpose of the bachelor’s thesis was to examine the awareness of the citizens of the Łowicz district about alcohol disease and the knowledge of the local government activities in this area. An additional element is to check the citizens' satisfaction with these activities as a feedback information that could be used by the authorities of the Łowicz. The survey was carried out on 65 people living in the area in question. The answers proved that the alcohol problem is present, and its scale is high. The respondents were aware of the local government's actions, but they recognized them as rather insufficient or ineffective. After a holistic analysis of the survey and a thorough examination of the existing data, it can be concluded that Łowicz alcohol policy exists, that it is insufficiently promoted and that it is considered rather poor in its form. The study was supported by a theoretical part concerning social problems. The first chapter focuses on the essence of the social problem. The realities of Polish social policy's efforts to combat this difficulty of our present civilization are presented. Problems such as poverty, drug addiction or the developing cyberbullying are examined in detail. The literature study shows that the alcohol problem is highly pervasive throughout the country and affects the safety and health of society. The second chapter focused primarily on the role of local governments in solving alcohol problems. The activities of the Łódzkie voivodeship and the łowicki Powiat were presented as examples. The forms of prevention and assistance to families affected by this phenomenon were described. It also presents third sector organizations, which offer a wide range of legal, psychological, and financial help for people suffering from alcohol disease and their relatives. The work, after an appropriate expansion of the scale of activities, may serve as a research element for the local government of the city of Łowicz and/or Łowicz County when creating a new alcohol policy in the area. Cooperation with relevant services in research could result in improvement of the situation.
