Subwencja ogólna stanowi źródło dochodów dla jednostek samorządu terytorialnego. Jest formą transferu środków z budżetu państwa, który zapewnia jednostkom prawidłowy poziom środków publicznych. Kwoty nie posiadają wyznaczonego celu, organ stanowiący jednostki samodzielnie decyduje o przeznaczeniu środków. Jednostki wykorzystują subwencję ogólną na zaspokajanie potrzeb swoich mieszkańców czyli na zadania własne. Główną funkcją subwencji jest uzupełnienie dochodów własnych jednostek samorządu terytorialnego aby miały możliwość finansowania wyznaczonych zadań.

The general subsidy is a source of income for local government units. It is a form of transfer of funds from the state budget, which provides units with the correct level of public funds. The quotas do not have a specific purpose, the decision-making body of the unit independently decides about the allocation of funds. The units use the general subsidy to meet the needs of their inhabitants, i.e. their own tasks. The main function of the subsidy is to supplement own income of local government units so that they can finance the assigned tasks.
