Wpływ instrumentów Wspólnej Polityki Rolnej UE na rozwój małych gospodarstw rolnych w Polsce

This study aimed to assess the impact of the Common Agricultural Policy regarding the status and operation of small farms. The first chapter illustrates the evolution of the Common Agricultural Policy in terms of its perception of small farms. The second chapter is devoted to theoretical matters. It attempts to capture the essence of small farms by indicating the criteria for their separation and quoting modern definitions while paying attention to the difficulties in clearly defining the boundaries of this concept. The role of small farms was defined by indicating their functions, including the advantages and disadvantages associated with their functioning. The third chapter of the work presents the CAP instruments implemented in Poland, which can apply to small farms. An analysis of the impact of selected CAP instruments on small farms in Poland in the period of 2004 to 2022 was carried out to identify subsidies that support their development to the greatest extent. The fourth chapter presents the results of own surveys collected during field research conducted among farmers with small farms in the Podkarpackie Voivodeship. The fifth chapter highlights the essence of the American concept of family farms, defines the role that these production units play in American agriculture, and indicates the methods of public support provided to family farms by state and federal authorities. The summary of the work focuses on the formulation of de lege ferenda postulates regarding regulations, the establishment of which could have a positive impact on the functioning of small farms.

Celem niniejszej pracy jest ocena wpływu Wspólnej Polityki Rolnej na status i działanie małych gospodarstw rolnych. W rozdziale pierwszym przedstawiono ewolucję Wspólnej Polityki Rolnej, pod kątem postrzegania w jej ramach małych gospodarstw rolnych. Drugi rozdział poświęcony został zagadnieniom teoretycznym. Podjęto w nim próbę ujęcia istoty małych gospodarstw rolnych poprzez wskazanie kryteriów ich wyodrębnienia oraz przytoczenie współczesnych definicji, jednocześnie zwracając uwagę na trudności w jednoznacznym wyznaczeniu granic owego pojęcia. Określono również rolę jaką małe gospodarstwa rolne pełnią poprzez wskazanie ich funkcji, w tym korzyści i wad które wiążą się z ich funkcjonowaniem. W trzecim rozdziale pracy przedstawiono instrumenty WPR realizowane w Polsce, które mogą być stosowane względem małych gospodarstw rolnych. Przeprowadzono też analizę wpływu wybranych instrumentów WPR na małe gospodarstwa rolne w Polsce w latach 2004 – 2022, w celu rozpoznania dotacji, które w największym stopniu wspierają ich rozwój. W rozdziale czwartym zaprezentowano wyniki własnych badań terenowych - ankietowych, przeprowadzonych wśród rolników posiadających małe gospodarstwa rolne w województwie podkarpackim. W rozdziale piątym wskazano istotę amerykańskiej koncepcji gospodarstw rodzinnych, określono rolę jaką te jednostki produkcyjne odgrywają w rolnictwie amerykańskim oraz wskazano metody publicznego wsparcia udzielanego gospodarstwom rodzinnym przez władze stanowe i federalne. W podsumowaniu pracy sformułowane zostały postulaty de lege ferenda odnośnie do regulacji, których ustanowienie mogłoby korzystnie wpłynąć na funkcjonowanie małych gospodarstw rolnych.
