The future of the metropolitan union as a modern form of cooperation of local government units

This master's thesis deals with the analysis of the interaction of local government units, with particular emphasis on metropolitan unions in Poland. The thesis consists of four chapters, which include a comprehensive theoretical review and analysis of the practice of functioning of metropolitan unions in the national territory.The first chapter discusses the principles of local government activity, the legal basis and the tasks facing these units. It also focuses on the issue of cooperation of local government units, paying attention to the objectives and performance of tasks through such cooperation. The legal constructs governing cooperation in local government and the various forms of municipal unions, such as inter-municipal unions, county unions and county-commune unions are also presented.The second chapter is devoted to metropolitan unions. Their introduction and historical outline were presented. The terms metropolis, agglomeration and metropolitan area were defined. The essence of a metropolitan association was discussed, focusing on the goals and tasks attributed to it and the ways in which such entities are formed. Also described are the organs of the metropolitan union and issues related to the financing of these structures.The third chapter analyzes the practice of the operation of a metropolitan union using the example of the Górnośląsko-Zagłębiowska Metropolia. Various aspects of metropolitan operations are presented, including delimitation and land use. The problem of coexistence of inter-municipal and metropolitan unions is also highlighted, and regulatory concepts on the issue of metropolises are presented. The scope of permissibility of compulsory association of local government units is also discussed.The fourth chapter focuses on metropolitan functions on Polish territory. The subject and purpose of the study were presented, as well as the research assumptions. Then the results of the analysis of seven metropolitan areas in Poland are presented.The work ends with a conclusion, which summarizes the results of the analysis and formulates conclusions on the interaction of local government units in metropolitan unions. At the end there is a bibliography, including the sources and legal documents used.

Niniejsza praca magisterska dotyczy analizy współdziałania jednostek samorządu terytorialnego, ze szczególnym uwzględnieniem związków metropolitalnych w Polsce. Praca składa się z czterech rozdziałów, które obejmują obszerny przegląd teoretyczny oraz analizę praktyki funkcjonowania związków metropolitalnych na terytorium kraju.W pierwszym rozdziale omówiono zasady działalności samorządu terytorialnego, podstawy prawne i zadania, jakie stoją przed tymi jednostkami. Skoncentrowano się również na zagadnieniu współdziałania jednostek samorządu terytorialnego, zwracając uwagę na cele i wykonywanie zadań poprzez tego rodzaju współpracę. Przedstawiono również konstrukcje prawne regulujące współdziałanie w samorządzie oraz różne formy związków komunalnych, takie jak związki międzygminne, związki powiatowe i związki powiatowo-gminne.Drugi rozdział poświęcono związkom metropolitalnym. Przedstawiono ich wprowadzenie oraz rys historyczny. Zdefiniowano pojęcia metropolii, aglomeracji i obszaru metropolitalnego. Omówiono istotę związku metropolitalnego, skupiając się na celach i zadaniach, jakie mu przypisuje się oraz sposobach powstania takich jednostek. Opisano również organy związku metropolitalnego oraz kwestie związane z finansowaniem tych struktur.Trzeci rozdział analizuje praktykę funkcjonowania związku metropolitalnego na przykładzie Górnośląsko-Zagłębiowskiej Metropolii. Przedstawiono różne aspekty działalności metropolii, w tym delimitację i zagospodarowanie przestrzenne. Podkreślono również problem współistnienia związków międzygminnych i metropolitalnych oraz przedstawiono koncepcje regulacyjne dotyczące zagadnienia metropolii. Omówiono także zakres dopuszczalności przymusowego zrzeszania się jednostek samorządu terytorialnego.W czwartym rozdziale skoncentrowano się na funkcjach metropolitalnych na terytorium Polski. Przedstawiono przedmiot i cel badania oraz założenia badawcze. Następnie zaprezentowano wyniki analizy siedmiu obszarów metropolitalnych w Polsce.Praca kończy się zakończeniem, w którym podsumowuje się wyniki analizy oraz formułuje wnioski dotyczące współdziałania jednostek samorządu terytorialnego w związkach metropolitalnych. Na końcu znajduje się bibliografia, zawierająca wykorzystane źródła i dokumenty prawne.
