Climate policy of the European Union and its implementation in 1990-2020

The subject of the thesis is the climate policy of the European Union. The author examines its assumptions and the degree of implementation in the years 1990-2020, starting with a historical analysis, with an emphasis on international commitments, the operation of the European Emissions Trading System and the successively adopted climate and energy plans. In the following part, selected economic aspects of environmental protection are presented, primarily related to the methods of internalization of external effects. Then, the author analyzes the available research methods and chooses the most appropriate one – the evaluation of effectiveness. Finally, the author examines the effectiveness of the quantitative objectives of the European Union's climate policy achieved so far, also considering them in the context of global results.

Przedmiotem pracy jest polityka klimatyczna Unii Europejskiej. Autor bada jej założenia i stopień realizacji w latach 1990-2020, rozpoczynając od analizy historycznej, z naciskiem na zobowiązania międzynarodowe, działanie Europejskiego Systemu Handlu Emisjami oraz kolejno przyjmowane plany klimatyczno-energetyczne. W dalszej części przedstawione są wybrane ekonomiczne aspekty ochrony środowiska, przede wszystkim związane z metodami internalizacji efektów zewnętrznych. Następnie autor analizuje dostępne metody badawcze i wybiera najwłaściwszą – ocenę skuteczności. Ostatecznie autor bada skuteczność dotychczas zrealizowanych ilościowych celów polityki klimatycznej Unii Europejskiej, rozważając je również w kontekście ogólnoświatowych rezultatów.
