Przestępczość morska w Azji Południowo-Wschodniej. Współczesny obraz piractwa i terroryzmu morskiego

The work focuses on the issue of piracy and maritime terrorism in the Southeast Asian region. To this end, a historical outline of the development of these phenomena is presented and the institutional and legal aspect of the various forms of maritime crimes committed in this area is explained. It depicted the phenomena of piracy and maritime terrorism in various areas of Southeast Asia, i.e. in the Strait of Malacca, the Strait of Singapore, the South China Sea, the Sulu Sea and the Celebes Sea. The next parts of the work present the role of regional and international organizations in the fight against maritime crime and the analysis of the impact of these crimes on economic issues at the national, regional and global dimensions. The conclusions presented in the paper show that despite the successive measures taken by the countries of the region, the problem is constantly growing and moving to less protected areas. In addition, the consequences of maritime crimes can have far-reaching consequences, especially in the political and economic sphere of coastal states, as well as the whole world.

Praca skupia się na zagadnieniu piractwa oraz terroryzmu morskiego w regionie Azji Południowo-Wschodniej. W tym celu przedstawiono zarys historyczny kształtowania się tych zjawisk oraz wyjaśniono instytucjonalno-prawny aspekt różnych form przestępstw morskich dokonywanych na tym obszarze. Zobrazowano zjawiska piractwa oraz terroryzmu morskiego w poszczególnych obszarach Azji Południowo-Wschodniej, tj. w Cieśninie Malakka, Cieśninie Singapurskiej, na Morzu Południowochińskim oraz na Morzu Sulu i Morzu Celebes. Kolejne części pracy prezentują rolę organizacji regionalnych i międzynarodowych w zwalczaniu przestępczości morskiej oraz analizę wpływu tych przestępstw na kwestie gospodarcze w wymiarze krajowym, regionalnym oraz globalnych. Wnioski przedstawione w pracy wskazują, że mimo sukcesywnie podejmowanych przeciwdziałań ze strony państw tego regionu, problem stale narasta i przenosi się na mniej chronione obszary. Ponadto, skutki przestępstw morskich mogą mieć dalekosiężne konsekwencje m.in. w sferze politycznej oraz gospodarczej państw przybrzeżnych, jak i całego globu.
