Areas and instruments for supporting entrepreneurship in regional development of Malopolska

The aim of this paper is to present the areas and instruments for supporting entrepreneurship in regional development in the European Union countries and an indication of trends, areas and support instruments, resulting from the analysis of opportunities and threats to the development of entrepreneurship in regional development of Malopolska. Supporting entrepreneurship policy focused on the phases of generating an idea for a project of starting a company and the first years of its operation, assuming that new businesses stimulate growth and innovation. It supports the processes of growth and competitiveness of already existing small and medium-sized enterprises (SMEs), on the assumption that because of the size, they cannot reach the necessary economies of scale and scope. The study characterized objectives, areas and instruments for supporting entrepreneurship and SMEs to formulate conclusions and recommendations as to the future direction of regional development of Malopolska. The paper is based on literature studies and analysis of empirical research.

Celem artykułu jest przedstawienie obszarów i instrumentów wspierania przedsiębiorczości w rozwoju regionalnym krajów Unii Europejskiej oraz wskazanie kierunków, obszarów i instrumentów wsparcia wynikających z analizy szans i zagrożeń rozwoju przedsiębiorczości w rozwoju regionalnym Małopolski. Polityka wspierania przedsiębiorczości koncentruje się na fazach generowania pomysłu na przedsięwzięcie, zakładania firmy oraz pierwszych lat jej funkcjonowania, przy założeniu, że nowe firmy stymulują wzrost gospodarczy i innowacje. Wspiera procesy rozwoju i wzrostu konkurencyjności już działających małych i średnich przedsiębiorstw (MSP), przy założeniu, że ze względu na rozmiar nie mogą one osiągnąć odpowiednich korzyści skali i zakresu. W opracowaniu scharakteryzowano cele, obszary i instrumenty wspierania przedsiębiorczości i MSP, formułując wnioski i rekomendacje co do przyszłych kierunków rozwoju regionalnego Małopolski. Opracowanie opiera się na studiach literaturowych oraz analizie badań empirycznych.
