The impact of the COVID-19 virus pandemic on the financial situation of Polish local governments

The COVID-19 pandemic had an undeniable impact on the financial situation of Polish local governments. The aim of the study was to present the actions of the authorities depicting the real impact of the pandemic on the material situation of local government units and to analyse figures outlining the scale of the problems in this matter. The analysis has been supplemented with a presentation of new tasks assigned to units in connection with the crisis and instruments of assistance provided by central authorities. The study was accompanied by an answer to the questions of how the fight against the pandemic influenced the activities of local governments and what effect it had on their material status.

Pandemia COVID-19 wywarła niewątpliwy wpływ na sytuację finansową polskich samorządów. Celem pracy było przedstawienie działań władz obrazujących rzeczywiste oddziaływanie pandemii na sytuację materialną jednostek samorządu terytorialnego oraz analiza danych liczbowych nakreślających skalę problemów w tej materii. Badanie uzupełnione zostało o przybliżenie nowych zadań przydzielonych jednostkom w związku z kryzysem oraz instrumentów pomocy przekazywanych od władz centralnych. Przeprowadzonemu badaniu towarzyszyła odpowiedź na pytania, w jaki sposób walka z pandemią wpłynęła na działalność samorządów oraz na ich status materialny.
