Participatory budget – an institution of direct democracy or an instrument of civil society?

Tematem niniejszego artykułu będzie analiza budżetu obywatelskiego jako formy demokracji bezpośredniej. Poruszone zostaną następujące kwestie: czym jest demokracja bezpośrednia, różne formy definiowania tego pojęcie, charakterystyka budżetu obywatelskiego, jego historia i podstawowe cechy oraz analiza, czy budżet obywatelski może być ujmowany jako instytucja demokracji bezpośredniej, czy też jest to bardziej przejaw społeczeństwa obywatelskiego. Artykuł powstał przy wykorzystaniu literatury przedmiotu, szczególnie przydatna okazała się ta z dyscypliny nauki o polityce i administracji. Wykorzystaną metodę behawioralną i decyzyjną. Dodatkowo przytoczone artykuły naukowe i odwołania do stron internetowych stanowią nierozerwalną część pracy jako analizy źródeł internetowych dostępnych dla każdego wyborcy.

The subject of this article will be the analysis of the civic budget as a form of direct democracy. The author will touch upon the following issues: what direct democracy - here different forms of defining this concept will be presented, what is the civic budget characterised by - the author will present its history and basic features, and an analysis of whether the civic budget may be regarded as an institution of direct democracy, or whether it is more of a manifestation of civil society. The article was written using the literature on the subject, especially useful was that from the discipline of political science and administration. The research methods used were behavioral and decision-making. Additionaly, the cited academic articles and references to websites are an integral part of the work as an analysis of online sources available to any voter.
