Territorial partnerships as an instrument of urban policy

The importance of urban issues to regional development is growing. The basis for this article has been the interpretation of the results of a research project conducted by a team of Jagiellonian University employees under the direction of B. Domański and the Author. The project included the development of the document entitled: The Urban Policy of Małopolska Voivodeship Until the Year 2020. This article presents synthetically the mentioned project, and also identifies the role of partnerships as a key tool of urban policy. In the Conclusion, the Author suggests specific organizational instruments of this policy, citing the nature and roles of the bodies managing the so-called Integrated Territorial Investments in large urban centres. He also calls for the creation of multi-centre and single-centre urban partnerships, established in order to stimulate the development of networks of smaller cities or towns which are losing their previous functions.

W rozwoju regionalnym rośnie znaczenie problematyki miejskiej. Podstawą publikacji jest interpretacja wyników projektu badawczego realizowanego przez zespół pracowników Uniwersytetu Jagiellońskiego pod kierunkiem B. Domańskiego oraz autora. Projekt obejmował opracowanie dokumentu pt. „Polityka miejska województwa małopolskiego do 2020 roku”. Publikacja syntetycznie przedstawia wymieniony projekt oraz wskazuje rolę partnerskiej współpracy, jako kluczowego narzędzia polityki miejskiej. We wnioskach autor wskazuje specyfikę organizacyjnych instrumentów tejże polityki, przywołując charakter i role podmiotów zarządzających tzw. Zintegrowanymi Inwestycjami Terytorialnymi w większych ośrodkach miejskich. Postuluje też tworzenie wielo-ośrodkowych i jednoośrodkowych partnerstw miejskich powoływanych do życia dla stymulowania rozwoju sieci mniejszych miast lub ośrodków, tracących swoje dotychczasowe funkcje.
