Security-Development Nexus in the framework of the EU Development Policy

As stated by Simon Reid-Henry, while security and development are currently perceived as two sides of a coin, their conjuncture cannot be unproblematic. The question arising from that assumption is about the potential political strategies towards a security-development nexus. The main aim of this article is to present how a security-development nexus has been implemented in the political discourse of the EU on security and development policies. Regional strategies for security and development in the Sahel, Horn of Africa, and the Gulf of Guinea will be introduced as tangible examples of the implementation of the nexus.

Jak zauważył Simon Reid-Henry [2010], jeśli "bezpieczeństwo i rozwój postrzegane są obecnie jako dwie strony tej samej monety, ich współzależność nie może pozostawać bezproblematyczna". Pytanie, które rodzi się w kontekście powyższego założenia, to pytanie o polityczne konsekwencje takiej współzależności. Celem niniejszego artykułu jest analiza związku między bezpieczeństwem a rozwojem, występującego w politycznym dyskursie UE dotyczącym polityki bezpieczeństwa i polityki rozwojowej. Artykuł analizuje związek ten w kontekście stosunków UE z państwami rozwijającymi się, a regionalne strategie dla bezpieczeństwa i rozwoju dla Sahelu (2011), Rogu Afryki (2011) oraz Zatoki Gwinejskiej (2014) zaprezentowane zostaną jako bezpośrednia egzemplifikacja nierozerwalnego związku bezpieczeństwa i rozwoju.
