Methods of suppressing mass demonstrations by the State Police according to the guidelines from 1928-1939

Artykuł przybliża ogólne zasady postępowania Policji Państwowej II RP w zakresie sposobów zwalczania masowych wystąpień ludności. Obejmuje on aspekt normatywny, teoretycznoprawny, wynikający z treści rozkazów i okólników komendanta głównego Policji Państwowej, jak również wskazania praktyczne, omawiane na łamach ówczesnej prasy policyjnej ("Na Posterunku", "Gazeta Administracji i Policji Państwowej", "Przegląd Policyjny"). Opracowanie przedstawia rolę policji w zwalczaniu nielegalnych wystąpień ludności, określa formy, metody i środki działania we wspomnianym zakresie oraz przybliża zasady ich stosowania wobec tłumów. Przyjęte cezury (1928-1939) obejmują zwarty okres od reformy Policji Państwowej w 1928 r. do wybuchu II wojny światowej. Te ramy czasowe umożliwiają analizę zmian w zakresie wydawanych wytycznych na przestrzeni lat i wskazanie różnych tendencji w polityce wewnętrznej formacji.

The article takes a closer look at the general procedures of the State Police of the Second Republic in relation to the methods of suppressing mass public demonstrations. It includes the normative, theoretical and legal aspect, based on the orders and circulaires of the State Police Chief Commander, as well as practical guidelines, discussed in the police press of the time ("Na Posterunku", "Gazeta Administracji i Policji Państwowej", "Przegląd Policyjny"). The paper presents the role of the police in suppressing illegal manifestations, defines the forms, methods and instruments used in the mentioned area, and describes the rules of their use against the crowds. The caesuras adopted (1928-1939) include a period from the reform of the State Police in 1928 to the outbreak of World War II. This timeframe made it possible to analyze the changes in the guidelines given over the years and to point out various trends in the formation's internal policies.
