Wokół "ustawy inwigilacyjnej" : geneza, przepisy i konsekwencje "Ustawy z dnia 15 stycznia 2016 r. o zmianie ustawy o Policji oraz niektórych innych ustaw"

Niniejszy artykuł omawia genezę, przepisy i konsekwencje tzw. ustawy inwigilacyjnej, czyli uchwalonej 15 stycznia 2016 r. nowelizacji ustawy o Policji i ustaw kompetencyjnych innych instytucji bezpieczeństwa. Ustawa wywołała wielkie kontrowersje i była jedną ze spraw najczęściej komentowanych w mediach. Autor skoncentrował się na analizie dwóch zagadnień: wpływu ustawy na wykonywanie czynności operacyjno-rozpoznawczych przez instytucje bezpieczeństwa i postawy elit politycznych wobec ustawy. W artykule zanalizowano akty normatywne i ich projekty, sprawozdania stenograficzne oraz inne dokumenty instytucji publicznych.

The article presents the origins, rules and consequences of the so-called Polish Surveillance Act, i.e. the Act of 15 January 2016 amending the Police Act and certain other Acts. The act has caused great controversy and has become one of the most discussed topics in the media. The author focuses on two issues: How did the Actaffect the surveillance procedures in Poland and what was the attitude of the political elite towards it? The author analyses normative acts and their projects, shorth and reports, and other documents of public institutions.
