The Exchange of Experiences Group as an example of benchmarking usage as a tool of improving public culture services in cities

The intention of the paper is to present benchmarking as a tool thanks to which public organizations are able to make changes and improve public services. The main purpose of the article is to present the way benchmarking is put into practice following the example of the venture called The Exchange of Experiences Group in the management of public services. Article describes schedule of the work in the venture, explores factors which facilitate conduct of the project and also points the barriers in applied approach.

Intencją opracowania jest przedstawienie benchmarkingu jako narzędzia, dzięki któremu organizacje publiczne mogą dokonywać zmian oraz doskonalić usługi publiczne. Głównym celem artykułu jest zaprezentowanie wdrożenia benchmarkingu na przykładzie przedsięwzięcia Grupa Wymiany Doświadczeń w zarządzaniu usługami publicznymi. Przedstawiono cykl pracy przy realizacji projektu oraz wskazano istotne czynniki ułatwiające wprowadzenie zmian, jak również zwrócono uwagę na bariery w stosowanym podejściu.
